PGM slight blink when switching the engine off - normal ?

Hello ,
I'm still having problems with my cold start, as the ECU is not telling the injectors to give more fuel from cold . I've tried another ECU , but I've still got the same problem.
I've just noticed that when I switch the engine off , the PGM light very briefly flickers on - can anyone confirm if this is normal , or could this be any sign of why the cold start is still an issue ?

Technically speaking a slight blink is no way a signal from Honda that something is abnormal...
