Rc30 flooding the engine

Is it a common fault that the petrol gets past the tap even when closed and floods the engine causing hydraulic lock? I'm fed up of having to strip the bike every time I want to ride it because of this fault. I've renewed seals in the petrol tap and in the carbs but still it floods. Anyone know how to solve this please?

Also, anyone know where I can get a replacement metal fuel tap lever or a way to change the whole fuel tap to something that actually works?
