Dymag front wheel spacers

I removed my front wheel some time ago and unfortunately cannot remember which way round one of the spacers fits.

As you sit on the bike it is the right hand spacer. At one end there is a flange, does anyone know if the flange end of the spacer sits against the wheel bearing or up against the inside of the fork leg??
